Dear Bro,

 

Suppose this is your 1^st semester and you gave five papers out of which your cgpa is 2.5 but there is a subject in which you were fail this fail subject is also effecting your cgpa by decreasing it .

It is obivious that you will try that fail subject in next semester so your effective cgpa in present will not count that fail subject which will give us more than 2.5

 

so in short effective cgpa does not count for fail subjects
